Curtin Maritime Corporation (CMC) requests quotes from subcontractors, service providers, and suppliers — including Small Businesses (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), HUBZone Small Businesses, Veteran-Owned Small Businesses (VOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) — across a variety of marine and heavy construction work disciplines in support of CMC’s prime contractor bid to the U.S. Army Corps of Engineers, Baltimore District, for the following project.

Description of Project Work
This is an acquisition for dredging services for the U.S. Army Corps of Engineers, Baltimore District (Solicitation No. W912DR26BA011): Q4 FY26 Maintenance Dredging of the Baltimore Harbor and Channels Federal Navigation Project, Maryland Channels, Chesapeake Bay, MD. The project consists of maintenance dredging of approximately 2,250,000 cubic yards from federal navigation channels serving the Port of Baltimore to -50 feet MLLW plus 0.5 foot of allowable overdepth. Approximately 1,538,000 cubic yards from the Maryland approach channels (Craighill Entrance, Craighill Angle, Cutoff Angle, and Craighill Upper Range) will be transported to and placed at the Paul S. Sarbanes Ecosystem Restoration Project at Poplar Island; approximately 700,000 cubic yards from Baltimore Harbor Channels (Brewerton Angle and Curtis Bay) will be placed at the Cox Creek Dredged Material Containment Facility. Dredging operations are scheduled between November 2026 and March 2027.

Potential Subcontractor & Supplier Work Scopes
Barge/scow leasing, waterside storage and dockage, waste oil removal, marine towing, DQM/scow monitoring, site safety personnel, hydrographic surveying, turbidity monitoring, fuel/diesel supply, tools and industrial consumables, heavy haul trucking, and project personnel housing accommodations.

SBE Participation
CMC is committed to maximizing small business participation on this contract in accordance with our Small Business Subcontracting Plan. Although no contract-specific SBE goal has been established, CMC has analyzed the portions of work suitable for subcontracting and identified the NAICS codes above as areas where SBEs are available to perform the work. CMC will divide scopes of work into economically feasible units, assist firms in meeting delivery schedules, and provide points of contact regarding bonding, lines of credit, and insurance, along with information to help SBE subcontractors secure their own equipment — all to maximize SBE participation on this project.
